If you want software with strong boundaries, start by designing teams with strong boundaries. A misaligned organisation will leak complexity into the codebase, while a well-structured one will enforce modularity through its very operating model.

Strong leadership applies all three levers in concert. Culture without process is inconsistent. Process without culture becomes bureaucracy. Technology without either becomes shelfware.
